Under the direction of the Vice President of Academic Services and within the Tulare Campus administrative structure led by the Provost, the Dean of Academic Services provides leadership and administrative oversight for academic programs and workforce initiatives. The position is housed on the COS Tulare Campus within the Applied Technology and Trades Complex-a facility that includes specialized instructional laboratories and industry-standard training equipment supporting technical training-and provides primary oversight for the Industry & Technology Division. Division assignments and specific program responsibilities may be modified as needed to support District priorities and organizational needs.
The Dean also serves as the District lead for Career Technical Education (CTE) coordination and grant administration, including compliance and reporting for federal and state funding such as Perkins (VTEA) and Strong Workforce. In this role, the Dean collaborates with other academic administrators whose divisions include CTE programs to support industry engagement, workforce alignment, and program development across the District. The position represents the College in the Central Valley Mother Lode Regional Consortium and the Tulare-Kings College + Career Collaborative.
Finally, the Dean provides administrative oversight for not-for-credit workforce training initiatives through the Training Resource Center.

Job Duties
Provide leadership and administrative direction for assigned divisions and programs and collaborate with college administrators, faculty, and staff to achieve institutional goals and objectives.
Develop and manage the instructional class schedule for assigned division(s) across campuses, aligning course offerings with enrollment management goals, student needs and the availability of specialized instruction laboratories and facilities.
Develop and maintain academic services support for divisions and programs located across District campuses, including Hanford, Tulare and Visalia.
In cooperation with the Campus Provosts, provide leadership for the instructional environment within the Applied Technology and Trades Complex (Tulare) and Industry & Technology programs at the Hanford Campus, including oversight of specialized laboratories, high-value instructional equipment and laboratory technicians who support the safe operation of an industry-standard training facility.
Lead program review, evaluation, and continuous improvement processes for assigned divisions and programs using institutional data to support program planning and development, and decision making aligned with institutional priorities.
Recommend and implement approved plans and policies to strengthen the operations and effectiveness of Academic Services programs and divisions.
Support institutional accreditation processes and ensure assigned divisions and programs maintain compliance with accreditation standards.
Promote the effective integration of emerging instructional technologies and distance education practices to support high quality instruction and student learning.
Collaborate with academic administrators, student services, and campus leadership to advance student success initiatives and support outreach, recruitment, and community engagement that promote academic programs and workforce pathways.
Direct, supervise and evaluate assigned academic, classified and management personnel.
Provide leadership for professional development and staff training activities for faculty and classified staff within assigned divisions.
Prepare, monitor, and recommend annual budgets for assigned division and programs, including oversight of fiscal expenditures for federal and state workforce grants such as Perkins (VTEA), Strong Workforce and related funding sources.
Direct, monitor and evaluate Career Technical Education (CTE) grants to ensure compliance with funding requirements and program objectives.
Direct and participate in the preparation of grant proposals for external funding that support instructional programs and workforce initiatives.
Represent the District in regional and state workforce development initiatives, partnerships, and professional organizations related to academic and workforce programs.
In collaboration with academic deans and other support personnel, provide leadership for CTE advisory committees and industry engagement activities to maintain alignment between academic programs and workforce needs.
Participate in institutional governance and shared decision-making through service on Management Council, Instructional Council, Deans Council, Curriculum Committee and other committees as assigned.
Prepare and present governing board items, reports, and recommendations related to assigned division and programs.
Serve as evening Administrator as required.
Perform other duties consistent with the scope and responsibilities of the position.
Qualifications
MINIMUM QUALIFICATIONS:
The candidate must meet the following criteria.
Master's degree from an accredited institution.
Two years administrative or management experience.
Demonstrated sensitivity to, and understanding of, the diverse academic social, economic, cultural. disability, and ethnic backgrounds of community college students.

Valid California driver's license.
An incumbent must be insurable at the "standard rate" by the employer's insurance carrier at all times while employed in this classification by the College of the Sequoias.
